A hunting license is the main document for any hunter. What rights does it give?
- A hunting license gives the right to purchase weapons for hunting purposes. A hunting license is submitted when applying for a license for a hunting weapon. Without a hunting license, you can purchase a weapon only for self-defense or for sports, but you will be able to shoot from it only in shooting galleries and at specially equipped shooting ranges, but you will not be able to go hunting with it.
- A hunting license gives the right to obtain a license and a hunting permit. Without them you have no right to hunt.
For these reasons, if you decide to become a hunter, you must obtain a hunting license.
What happened?
The Ministry of Natural Resources has developed a bill that complicates the procedure for obtaining a hunting license. The authors of the document suggest:
- In order for those wishing to obtain a hunting license to be checked for knowledge of the hunting minimum requirements (a set of minimum necessary knowledge on the biology of game animals, timing and methods of hunting, safety measures when handling weapons, liability for violating hunting rules).
- This will become a more stringent procedure compared to the one that is in effect now. At the moment, to receive a hunting license, you just need to sign that you have read the minimum hunting requirements.
If the bill passes, people with valid hunting licenses will not have to take the exam. It will only apply to new hunters.
According to the Ministry of Labor, they are also looking into the issue of creating schools or courses for future hunters.
New type hunting license
Since July 1, 2011, a hunting license of a unified federal standard has been issued. Getting a hunting license has now become much easier.
The cover of the hunting license is green, it depicts the state emblem, under it, in the middle, the inscription “Russian Federation”, and below it the name of the document - Hunting ticket.
On the first spread of the hunting ticket there is a photograph of the owner, the series and number of the hunting ticket, the last name, first name, patronymic of the owner of the hunting ticket, his date of birth, and his personal signature underneath.
On the second spread, under the series and number of the hunting license, there is the name of the authority that issued the hunting license, the date of its issue, the signature of the authorized person who issued the hunting license and a seal.
Where can I get a hunting license?
There are several ways to get a hunting license:
- personally through the department of environmental management and environmental control (ecology department), as well as any similar government agency in your region;
- through the MFC;
- through the State Services portal.
When submitting an application, you will be offered a special form, its details are specified by the Order of the Ministry of Natural Resources of the Russian Federation. In addition to the application, you need to collect documents.
List of required documents:
- application of the established form, issued on the spot;
- passport + its photocopy;
- 2 photographs 3x4 cm;
- old-style hunting license issued before July 1, 2011 (if available).
What documents are needed to obtain a hunting license?
You need to submit an application in the prescribed form, which indicates the name of the authorized body where you are submitting documents, your full name, date and place of birth, your telephone number, your postal and email addresses.
In the application, you indicate that you have read the hunting minimum requirements and agree to the processing of your personal data.
The application form can be obtained on the spot, or you can bring the application form with you, already filled out, this will significantly speed up the process of obtaining a hunting license.
The application for a hunting license must be accompanied by:
- passport
- photocopy of the passport (all its main pages)
- two photographs 25*35 mm
- old hunting license, if it has not expired
Photos for obtaining a hunting license can be either black and white or color, their size must be 25*35 mm, the photo must have a clear image of the face from the front without a headdress.
A hunting license is obtained five days after submitting all documents to the authorized body. Once the details of your hunting license are entered into the state register, you can consider yourself a full-fledged hunter and confidently go hunting.

So, some brief information for those who are faced with the issue of obtaining a hunting license for the first time. A hunting license is the main document of a hunter. Without it, you will not be able to participate in hunting and obtain a license. In addition, hunting is inextricably linked with the use of firearms, the free sale of which is prohibited in our country.
In order to be able to purchase, store and use hunting weapons, you must first obtain a hunting license. If a weapon is purchased exclusively for self-defense, then a hunting license is not required in this case, but you will be able to use the weapon only in special shooting ranges and shooting ranges. Therefore, the issue of obtaining a hunting license sooner or later begins to worry many novice hunters.
Since July 1, 2011, there have been changes not only in the legislation regulating self-defense fighters; since July 1, 2011, a new procedure for issuing and canceling a hunting license of a unified federal standard has also been in effect. The main innovation is that hunters will no longer need to extend the validity of their ticket and exchange it for a new one after 5 years. The new type of hunting license has no expiration date and is valid throughout Russia. The appearance of the document itself has changed slightly: it has only four pages (previously there were up to 8). Previously, there was no unified information base and if, for example, a court deprives a person of the right to hunt and confiscates one hunting license from him, he could immediately issue himself another. Now such an information base is being created. Nowadays you can often come across the abbreviation OBEFO - it means a hunting license of a unified federal standard.
So, how to get a hunting license of a unified federal standard? What is needed for this and what documents are required?
The issuance of a hunting license of a unified federal standard is carried out by the Departments of Natural Resources Management and Environmental Protection. The issuance of a hunting license is currently absolutely free!
A hunting license of a unified federal standard (hunting license) is issued to individuals who have civil legal capacity in accordance with civil law, who do not have an outstanding or unexpunged conviction for committing an intentional crime and who have familiarized themselves with the requirements of the hunting minimum. At the same time, the hunter does not need to confirm the absence of an outstanding criminal record, which saves him from the need to go to the internal affairs bodies for certificates. All you have to do is show up at the Department of Natural Resources and Environmental Protection closest to your place of registration and provide a number of documents.
A hunting license is issued within 5 working days from the date the service receives the application and documents - this is what the law says. However, the actual production time for a hunting license of a unified federal standard is 10-14 days.

- a copy of the main identification document;
- a hunting license or membership hunting license issued before 07/01/2011, the validity of which has not expired (if you are receiving a hunting license for the first time, then you do not need this item);
- application for a hunting license;
- consent to the processing of personal data (may be present on the application form as a separate paragraph)

For those who still have an old-style hunting license in their hands, I would like to add that hunting tickets and membership hunting tickets that were issued before July 1, 2011 and which have not expired remain valid until July 1, 2012. Thus, the period for exchanging hunting tickets and membership hunting tickets for a single federal standard ticket is 1 year from July 1, 2011 to July 1, 2012.
From July 2012, anyone who goes hunting with an old-style ticket will be considered a violator of the law. Throughout the entire territory of the Russian Federation, only new certificates will begin to be valid - a hunting license of a unified federal standard.
